The issue first came to light when Palace Press Officer Claire Castro publicly questioned whether Duterte had visited Kuwait without the required approval. Castro mentioned receiving information about Duterte’s intention to travel but added that the Vice President had not yet submitted a request for travel authority.

She further stated that the narrative fit into a broader strategy by the administration to discredit her and shift attention from more critical issues. “Well, it’s the Office of the President who always says not to spread fake news and misinformation,” Duterte remarked.

Duterte suggested that the timing of the allegations was no coincidence, especially considering the Senate‘s decision to pause the impeachment complaint against President Ferdinand Marcos Jr.

The vote on the impeachment complaint, which resulted in a 19–4–1 decision to archive the complaint, left the administration under increased scrutiny. Duterte believes the allegations of her unauthorized trip are a calculated move to divert public attention.

“Yesterday, we saw that the decision made by the Senate of the Philippines was unfavorable to the administration,” Duterte added, referring to the impeachment vote. “So they made up another story so people would focus on that instead.”
