Cebu City Under State of Calamity Following Severe Flooding

CEBU, Philippines – July 2025

Cebu City Under State of Calamity after heavy rains and flooding caused significant damage across several barangays. On July 18, the Cebu City Council approved the recommendation of the Disaster Risk Reduction and Management Council (DRRMC) to place the city under a state of calamity.

This decision was made to aid in flood mitigation efforts, including the repair, desilting, and declogging of critical waterways.

Impact of Flooding in Cebu City

The city has experienced waist-deep flooding in low-lying barangays, as well as landslides, following the effects of the intensified southwest monsoon (habagat) and Tropical Storm Crising. Mayor Nestor Archival Sr. said the declaration is part of the city’s proactive preparedness, anticipating more weather disturbances in the coming months.

Flood Mitigation Plans and Emergency Response

With the state of calamity now in effect, Mayor Archival emphasized that this declaration will help the city’s ongoing efforts in flood mitigation and strengthen the emergency response systems.

The City Command Center will be manned 24/7, ensuring quick responses to emergencies. The city has P61 million in quick response funds to support disaster operations and recovery efforts.

Preparing for More Typhoons

Mayor Archival also highlighted the importance of being prepared for more severe weather events, with the possibility of eight to ten typhoons hitting the area until December. Despite the current lack of equipment, the state of calamity will allow the city to access additional resources to aid in disaster relief efforts.

Affected Communities and Education Updates

In addition to the flooding, 62 families from Barangay Cogon Pardo have been affected by the severe weather. The Department of Social Welfare and Services is working to assist those impacted.

Due to the weather, classes were suspended in the affected areas, but Mayor Archival stated that classes would resume if the weather improves by July 21, 2025.

Conclusion

The state of calamity declaration in Cebu City marks an important step in improving disaster preparedness and response efforts. With flood mitigation measures now in place and emergency response systems strengthened, Cebu City aims to better protect its residents from future weather disturbances.

Mayor Nestor Archival remains committed to ensuring the safety and well-being of the community, with continued support for those affected by the floods.
