A Leader with a Strong Track Record

Torre, a graduate of the Philippine National Police Academy Tagapaglunsad Class of 1993 and the first alumnus of the academy to become PNP Chief, brings decades of experience from key leadership roles. His background includes serving as Director of the Quezon City Police District, Criminal Investigation and Detection Group (CIDG) chief, and heading police units in Davao, Western Samar, and Batangas City.

Three Core Leadership Pillars

In his assumption speech, Torre introduced his three main pillars of leadership:

  1. Swift and responsive public service, with plans to institutionalize the 3-minute police response time in major urban centers—an initiative he first launched as QCPD Director.
  2. Fostering unity and morale within the police force.
  3. Promoting transparency, accountability, and modernization of the police service.

“We will be visible. You will see us on the streets, in communities, markets, and every place where our presence is needed to provide peace of mind,” Torre assured the public.

Support and Expectations from the President

President Ferdinand R. Marcos Jr. attended the ceremony and urged Torre to intensify police visibility, strengthen anti-criminality and anti-drug campaigns, and uphold the dignity and honor of the police force. The President emphasized that no Filipino—whether student, worker, or parent—should fear walking the streets at any time.

“As servants of the law, the entire police force is expected to act with integrity, serve honestly, and be a reliable pillar for our fellow citizens,” Marcos said.

Proven Leadership and Integrity

Torre’s past achievements include leading high-profile operations such as the arrest of televangelist Apollo Quiboloy in Davao City and overseeing the service of the warrant of arrest against former President Rodrigo Duterte. His experience also includes international peacekeeping as a Civilian Police Officer with the United Nations Mission in East Timor.

Looking Ahead

Torre is expected to serve as PNP Chief until his mandatory retirement in March 2027. His leadership signals a renewed commitment to faster police responses, improved community relations, and a modernized, accountable police force.
